Following is the text for the 11 proposals received by
the deadline. Justification and back-up materials will
appear in the packet sent out on 6/4. If you have

AM-98-01 (second reading), David Olson
The NSP Board of Directors pass the attached
resolution adopting the Amended and Restated Articles of
Incorporation of National Ski Patrol System, Inc. The
effective date of the new Articles of Incorporation is
July 2, 1998.
2nd Reading (MWM-98-12)
The NSP Board of Directors pass the attached
resolution adopting the Amended and Restated Articles of
Incorporation of National Ski Patrol System, Inc. The
effective date of the new Articles of Incorporation is
July 2, 1998.
AM-98-02, Ron Plumer
Amend the National Ski Patrol Policy & Procedures
Manual, section 7.1.4, to add the following section:
D. Members may not wear any parka (including the rust
& blue or red National Ski Patrol parks) bearing the
logo "National Ski Patrol" on the parka, while
on patrol duty at a ski area that is not currently
registered with the National Ski Patrol.
AM-98-03, P&P PD Committee - Ray Bryan, Chairman
Modify the NPS Bylaws and Policies and Procedures to
read as attached.
These modifications consist of changing the term
"patrol director" in reference to the NSP
representative with the generic "unit
representative" (keeping in mind that another term
may be subsituted for unit representative as a result of
MWM-98-16 (2) ). If the term "patrol director"
referred to the head of the area's ski patrol department,
it was left unchanged. Similarly, the use of the term
"patrol" was changed to the generic
"unit", "registration unit",
"local unit", or "local registration
unit" as seemed to best fit the passage when the
term referred to the NSP unit and not the area's ski
patrol department. Other edits were made to be consistent
with this philosophy as appropriate, like changing
references from "patrol officers" to "NSP
officers". 6.4.3.D was added to the Policies and
Procedures.
AM-98-04, Ronald Verblauw
11.3.3 Outstanding Alpine Ski Patroller Award B. Any
active volunteer alpine patroller is eligible, except
students, candidates, auxiliaries, or those who are
eligible for either of the outstanding administrative
awards or the Outstanding Patrol Director Award
(AM-96-29), or those who hold offices or positions above
the patrol director or section advisor level.
11.3.4 Outstanding Nordic Ski Patroller Award B. Any
active volunteer nordic patroller is eligible, except
students, candidates, auxiliaries, or those whoa are
eligible for either of the outstanding administrative
awards or the Outstanding Patrol Director Award
(AM-96-29), or those who hold offices above the patrol
director or section advisor level.
11.3.6 Outstanding Professional Ski Patroller Award B.
Any member who is registered as paid, is a full-time
employee at a ski area and is paid to patrol is eligible
for this award. Those who are eligible for either of the
outstanding administrative awards or those who hold
offices or positions above the level of patrol director
or section advisor are not eligible for this award.
11.3.8 National Chairman's Outstanding Administrative Ski
Patroller Award B. The nominee may be a section chief,
region director, and region or division advisor. Etc. . .
11.3.9 Outstanding Auxiliary Patroller Award (AM-92) B.
Any active auxiliary patroller is eligible for this
award, except those who are eligible for either of the
outstanding administrative awards or those who hold a
position or office above the level of patrol director or
section advisor.
AM-98-05, Terry Petze
Address "conditions of area association,"
particularly with respect to liability considerations for
Service Patrols. The same concern exists for
Administrative Patrols. Request that NSP take the lead in
exploring the alternatives to determine which are best
suited to Area, Service, and Admin patrollers, and make
the options known to the members of the organization so
they can make educated decisions on their own (and the
system's) behalf.
AM-98-06, Ronald Verblauw
Provide during the review and revision of both the By
laws and Policies and procedures that the "Unit
Representative" or "Patrol Officer" or
whatever title we come up with be elected by the NSP
members of the Patrol and may or may not be the same
individual as the management or patrol selected Patrol
Director.
AM-98-07, Jerry Sherman
Remove the three year time window references from
Section 16 (Senior Program) of the policies and
procedures. This would apply to the following sections
16.3.2,16.3.3,16.3.4, and 16.4.3. Insert under the
Continuing Education section 16.5.4 "Senior
Candidates will be required to participate in the
Division's Senior S&T Continuing Education program as
soon as they have completed the S&T component of the
Senior Program.
AM-98-08, Darryl Whitcher
11.1.1.B
1. Nominees for the Leadership Commendation must have
completed the senior auxiliary requirements at least one
year before nomination, or
2. Nominees for the Leadership Commendation, at least one
year before nomination, have completed Senior OEC and 4
additional courses from the senior elective list.
AM-98-09, Gretchen Besser
To plan, design, and set up an exciting museum exhibit
tracing NSP history from its inception to the present
day. The exhibit will recreate the evolution of the
National Ski Patrol through photographs, books, manuals,
videos, and other memorabilia, accompanied by explanatory
text. It will be arranged in the most modern, attractive,
and compelling means possible to appeal to the estimated
400-plus visitors who stop in at the National Office
annually.
AM-98-10, Ed Berry
The Senior Alpine (Skiing/Snowboarding) components
consist of long, medium, and short radius turns,
skiing/snowboarding unpacked snow or icy conditions, and
equipment carry exercises that require edging, weight
transfer, and upper and lower body movements and as a
Division option may include skill requirements such as
snowplow, sideslip and transitions.. The objective is to
help patrollers become better skiers/snowboarders and
toboggan handlers.
AM-98-11, Chuck Martschinke (Tabled MWM-98-06 - Motion
20)
That the National Chairman create, organize, and fund
a task force composed of representatives from various
levels and divisions (at a minimum 9f one representative
from the smallest divisions and one from the two largest)
within the NSP to review the structure of the National
Board as set forth in Article IV. Section 4.1(B) 9of the
bylaws of the NSP, and Section 6.1.2 of the NSP Policies
and Procedures and to take into consideration the
following: a) evaluate and compare the alignment of NSP
divisions with the ski area associations that are our
business partners and represent the ski areas we serve,
b) evaluate and compare the structure and areas of
representation of the PSIA sub-units, c) evaluate the
geographic realignment of divisions to better utilize the
resources available, keeping fiscal and manpower
considerations in mind, d) evaluate the representation of
the population of the membership of the NSP on the
national board and e) consider the financial aspects of
geographic realignment, restructuring of the national
board, the division boundaries, etc.
