Below you will find the text for the proposals submitted for the upcoming board meeting next month. The complete proposals will be mailed on December 30, 1999, along with the meeting packet.

TEXT FOR 2000 MIDWINTER MEETING PROPOSALS

MWM-00-01; Richard Everett. Ref: P&P 5.1.1B. 1. references in Chapters 5 & 6

The voting members of the national board of directors are the national chairman (in case of a tie only), and one division director from each division. (All references to board representatives and proportional voting for board representatives will be removed from Chapters 5 and 6.)

MWM-00-02; Central Division. Ref: None

The national office should acquire and implement truly interactive relational data base computer software to include, but not be limited to, the NSP catalog (a supply/equipment module), individual membership

Records (human resource module), and patrol/patroller registrations. The national office building computers should be networked to the catalog warehouse computers such that registration, MIST, and the catalog warehouse have the same information at all times.

MWM-00-03; Central Division. Ref: None

Direct the national office staff to put the NSP Catalog on the NSP web site and provide members with the opportunity to order catalog items off of this site using a credit card. Further, that the system shall provide all necessary security to protect unauthorized access to member credit card numbers during transmission.

MWM-00-04; Central Division. Ref: None

That a task force be appointed to review and make recommendations on all aspects of registration (including member, course, etc.) in an effort to reduce opportunities for potential errors and better meet the needs of our members and the organization.

MWM-00-05; Ron Clark. Ref: P&P

As manuals, policies, texts, and documents are updated, all references to the "Mountaineering Program" will be changed to read "Mountain Travel and Rescue."

MWM-00-06; Marilyn Burnside. Ref: P&P 4.3.6

Change Section 4.3.7 A of the NSP P&P to read: Sources supporting the endowment fund include, but are not limited to, official sponsors. The board annually reviews and stipulates a percentage of the endorsement revenues and the lifetime membership dues to be transferred to remain in the endowment fund, based on the recommendation of the national treasurer and the budget. The stipulated percentage ranges from 0 to 100%. Additionally, the board may approve different supporting sources, as other financial alternatives become available. Sections 4.3.7 B, C, and D remain the same.

MWM-00-07; Central Division. Ref: NSP Bylaws: 3.7, 4.1. a-h, 4.3

Amend the National Ski Patrol Bylaws, Sections 3.7, 4.1.a through 4.1.h and 4.3 as outlined below:

3.7 Composition of Division: Except for the Professional Division, All divisions shall be of a geographical composition and shall be appropriately defined and named by the national board of directors to distinguish them from the other divisions. The Professional Division is national and defined by professional patrollers. A professional patroller is defined as a member of the Professional Division. Professional patroller membership shall be included as members in the "geographic membership" of each division.

4.1.a The business and affairs of the National Ski Patrol System, Inc., shall be managed by a board of directors, the number of which shall be determined in accordance with these bylaws. The division directors and board representatives shall serve as members of the national board of directors. In addition, the national chairman shall serve as a member of the board of directors, but shall have a tie-breaking vote only.

4.1.b Proportionate voting by division officers at national meetings shall be based on percentage of registered NSP members per division as per the following formula: Except that the Professional Division membership shall not be included in the total membership calculations, any division having from 0 percent up to and including 5 percent of the total registered members of the NSP be allowed one vote; divisions representing more than 5 percent up to and including 10 percent of the total registered members be allowed two votes; divisions representing more than 10 percent up to and including 20 percent of the registered membership be allowed three votes; and divisions representing more than 20 percent of the registered membership be allowed four votes. Voting can be by 11 division directors who shall represent geographic divisions containing approximately equal membership populations. If an division's member population exceeds 1/11th of total NSP membership by more than 20 percent, the national board shall act to redistrict all divisions to again establish equal populations between them.

4.1.c The percentage of total registrants for a given division are to be determined by the season end records of the NSP national office (based on division in puts through May 31).

4.1.d After these calculations are complete, the Professional Division will receive proportional representation, according to actual membership thresholds for the rest of the NSP and actual membership in the Professional Division. For the sole purpose of determining proportional representation as set forth in this section, professional patrollers registered with a geographic division shall be counted as members of both the geographic division in which they are registered and the Professional Division.

4.1.e If an incumbent's position is deleted because of a change in a division's proportion of the total NSP registration, that incumbent may serve out his/her current term of office.

4.1.f No individual possessing a vote on the board may exercise a proxy vote.

4.1.g Expense of attendance at national board meetings are to be supported by the national organization. For more than one board member shall be sustained at division level. Any board member from a division must be elected by the same electorate electing the division director.

4.1.h Board representatives shall be nominated and elected pursuant to the provisions of Article III of the NSP Bylaws. If the determination set forth above results in the allocation of one or more additional board representative(s) to any division(s), the national office shall immediately declare and conduct a special election for the new board representative position(s). During the pendency of this election, the respective division director(s) may appoint an interim board representative in accordance with Section 4.6.

4.3 Professional patrollers must may register in the NSP two ways. They may register in their geographic division, in which case where they are represented by the elected and appointed officials in that geographic division, and participate in the election process according to the rules of that division. Alternatively, they may register in the Professional Division, in which case the membership is corporate, and individual membership is at the discretion of the ski patrol director. Geographic delegates, national board representative(s), and division directors are elected by Professional Division member NSP patrol representatives. Delegates, board representatives and division directors must be a part of a ski area management group. NSP members that register in the geographic division and the Professional Division may fully participate in both division and be counted as members in both divisions.

MWM-00-08; Hap Burnham. Ref: P&P 6.6.5., 20, 6.3.4A 4 and 6.5.3 B2

Eliminate the Outdoor Emergency Care Program Administration Committee ("OECPAC").

a. P&P 6.6.5: Strike in its entirety. Redesignate P&P 6.7 as 6.6.

b. P&P 20.1.1: Strike in its entirety. Substitute with: "The original program title Winter Emergency Care (WEC) was changed to Outdoor Emergency Care (OEC) (AM-94-42).

c. P&P 20.1.4: Strike subparagraph B. Redesignate subparagraph C as subparagraph B.

d. P&P 20.9B: Strike subparagraphs 3, 4, 5 and 6.

e. P&P 20.9.7: Strike in its entirety. Redesignate 20.10.7 (sic) as 20.9.7.

f. P&P 6.3.4A 4: Strike in its entirety.

g. P&P 6.5.3B2: Strike subparagraphs a and b in their entirety.

MWM-00-09; Hap Burnham. Ref: P&P 6.5.3B, 20.1.4 and 20.9.4B

Division Directors shall appoint, supervise and support Outdoor Emergency Care ("OEC") Program Supervisors in the same manner as they appoint, supervise and support other Division Education Program Supervisors.

a. P&P 6.5.3B: Strike "For all programs except OEC:" from subparagraph 1; Capitalize the "A" of "Appointed" in subparagraph 1; strike subparagraph 2 in its entirety and strike subparagraph 1 designation as 1.

b. P&P 20.1.4: Replace subparagraph A with: "Division OEC supervisors are appointed by the division director after conferring with the national OEC program director and the division's previous OEC supervisor."; strike subparagraph B. Redesignate subparagraph C as subparagraph B.

c. P&P 20.9B: Strike subparagraphs 4, 5 and 6.

MWM-00-10; Hap Burnham. Ref: Instructors Manual

Eliminate the requirement for Outdoor Emergency Care ("OEC") instructors to demonstrate/practice instructional skills in any specific percent of the didactic and/or skill lessons of the OEC curriculum as a requirement for recertification. Outdoor Emergency Care Instructors' Manual, Instructor Development Section, Page 3: Replace "at least 50 percent" with "a representative portion" of the didactic and skill lessons of the [OEC] curriculum as specified as one of the mandatory accomplishments of an individual during the three-year certification period prior to being re-certified as an OEC instructor.
